Abstract

This study analyzes the regulatory interfaces between the electrical sector and municipal public administration in the Southern Region of Amazonas. The objective of the research was to solve the bottleneck in the approval process of an electrical substation for the Agroforestry Coffee Seedling Nursery in Apuí-AM, which had been halted for two years due to the lack of official recognition of the rural access road as a public thoroughfare. Methodologically, the research is characterized as a Case Study conducted through action research, involving an analytical-comparative technical feasibility approach and multi-institutional coordination. The results demonstrated that the diagnostic intervention enabled the enactment of Municipal Decree no. 034/2025, regularizing Ramal do Ivo as a public rural road and overcoming the barriers of Normative Resolution no. 1,000 of the National Electric Energy Agency. The conclusion indicates that the regulatory unblocking enabled a production capacity exceeding 100,000 seedlings per year, mitigating plant stress losses from long-distance interstate land transport (over 1,000 km) and expanding basic energy infrastructure to the surrounding agricultural community.
