ENGENHARIA DE SOBERANIA ESTRATÉGICA: UM FRAMEWORK TEÓRICO-METODOLÓGICO PARA A CONVERSÃO DE RECURSOS ESTATAIS EM CAPACIDADE AUTÔNOMA

Resumo

Este artigo formula o arcabouço teórico-metodológico da Engenharia de Soberania Estratégica (ESE) — um campo interdisciplinar que investiga como Estados convertem dotações de recursos naturais, humanos, financeiros, tecnológicos e industriais em capacidade estratégica autônoma. A ESE articula três linhagens teóricas — economia política do desenvolvimento (List, Hamilton, Furtado), sistemas nacionais de inovação e complexidade econômica (Hausmann, Hidalgo, Nelson), e teoria do Estado desenvolvimentista (Evans, Johnson, Mazzucato) — em um framework operacional com definição, axiomas, métodos, indicadores e protocolo de aplicação empírica. O artigo diferencia a ESE de campos correlatos, apresenta um dashboard de soberania com indicadores mensuráveis e ilustra a aplicação por meio de estudos de caso comparados (Coreia do Sul, Brasil, China e Noruega). Demonstra-se que a autonomia estratégica é uma propriedade emergente de arquiteturas institucionais que integram industrialização dirigida, sistemas de inovação, base industrial de defesa e governança de cadeias críticas.
