Abstract

Inclusive education has become one of the main paradigms of contemporary education by advocating every student's right to learn in regular school settings while respecting diversity and promoting equity. This study is a qualitative bibliographic research aimed at analyzing the challenges faced by Brazilian schools in implementing inclusive education, emphasizing the importance of pedagogical practices and teacher education in ensuring the right to learning for students who are the target audience of Special Education. The investigation is based on national and international scientific literature as well as on Brazilian educational legislation that guides inclusive public policies. The findings indicate that, despite significant legal advances achieved over recent decades, important challenges remain regarding initial and continuing teacher education, attitudinal, architectural and pedagogical barriers, the limited availability of accessible teaching resources and the strengthening of Specialized Educational Services. It is concluded that building an effectively inclusive school requires the articulation of public policies, school management, collaborative pedagogical practices and continuous teacher education, enabling diversity to be recognized as an essential component of the educational process rather than as an obstacle to learning.
